Modernization Sector is seeking a highly experienced Data Sharing
Environment Lead to work on a key program supporting the U.S.
Department of State to lead the architecture and maintenance of the
current Service Oriented data sharing environment. This environment
is used to connect application components and ensure smooth
functioning within the suite of applications. environment. This
role serves as the primary interface for the data sharing
environment working in coordination with the PMO and the
government, overseeing all aspects of scope status. The Data
Sharing Environment Lead will be responsible for the data sharing
environment as well as providing leadership, strategic direction,
and day-to-day oversight for all team personnel. This includes
ensuring technical excellence, operational efficiency, and ensuring
Service Level Agreement metrics are exceeded. The ideal candidate
will be proactive, responsive, and collaborative, with the ability
to build and lead high-performing teams, maintain strong customer
relationships, and identify opportunities for continuous
improvement. Key Responsibilities: Lead the Data Sharing
Environment workstream and supervise the technical team responsible
for CST’s service-oriented data sharing environment. Architect,
engineer, maintain, and modernize the current SOA-based data
sharing environment supporting CCD and interagency information
exchange. Design and implement secure SOA, microservices, APIs, and
bidirectional data interfaces using established web service and
integration standards. Standardize and implement a finite set of
external data-sharing patterns to improve consistency, scalability,
and speed of delivery. Develop, enhance, and maintain CCD-based web
services, reusable enterprise services, and core data exchange
capabilities. Operate, optimize, patch, and troubleshoot the ESB
and middleware environment, including Oracle Fusion Middleware,
Oracle Service Bus, WebLogic, XML security gateway, Layer 7/API
gateways, and PKI-enabled services. Build and support automated
deployments, testing, and CI/CD-style delivery pipelines for data
sharing services. Implement monitoring, reporting, performance
optimization, and operational controls across the data sharing
environment. Support high availability, disaster recovery,
production incident response, and Tier III troubleshooting for
mission-critical data sharing services that support vetting and
border security. Enhance and establish secure interagency
data-share feeds in coordination with network and firewall teams.
Re-architect legacy data sharing capabilities and support
transition to modernized integration patterns and target-state
architecture. Maintain technical documentation, design artifacts,
and interagency agreements, including ISA and ICD materials, and
ensure data is shared accurately, appropriately, securely, and on
time with partner agencies. Required Qualifications: Active Secret
security clearance. Bachelor’s degree in Computer Science,
Information Systems, Engineering, or a related technical
discipline. 10 years of experience in enterprise application
integration, middleware engineering, service-oriented architecture,
API engineering, or related data sharing / systems integration
roles. 6 years of experience leading technical teams responsible
for designing, implementing, operating, and modernizing enterprise
data sharing environments. Demonstrated experience architecting,
developing, and maintaining service-oriented and API-based
integration solutions, including SOAP, REST, WSDL, XML, and related
web services standards. Demonstrated experience with Enterprise
Service Bus (ESB) and middleware platforms in complex production
environments. Hands-on experience with one or more relevant
enterprise middleware / integration technologies, such as Oracle
Fusion Middleware, Oracle Service Bus, WebLogic, API gateways, XML
security gateways, or equivalent platforms. Experience designing
and supporting secure bidirectional interfaces between internal
enterprise platforms and external partner systems. Experience
standardizing and implementing reusable data-sharing patterns,
interface services, and enterprise integration services in a large,
distributed environment. Experience supporting production
operations, including incident response, root-cause analysis,
troubleshooting, performance tuning, patching, and operational
monitoring for mission-critical services. Experience supporting
high availability, continuity of operations, and disaster recovery
for integration or middleware environments. Experience producing
and maintaining technical documentation such as interface control
documents, architecture diagrams, integration specifications, and
operational procedures. Demonstrated understanding of secure
systems integration, including PKI-enabled communications, access
control, encryption, and interface security in a federal or
similarly regulated environment. Strong written and verbal
communication skills, including the ability to communicate
technical status, risks, and recommendations to customer
stakeholders, program leadership, engineers, and operations teams.
Desired Qualifications: Master’s degree in Computer Science,
Information Systems, Engineering, Cybersecurity, or a related
technical field. Experience supporting the U.S. Department of
State, consular systems, or other federal mission environments
involving interagency data exchange, vetting, border security,
identity services, or case processing systems. Prior experience
supporting or leading modernization of a legacy SOA / ESB
environment into more modern API-led, microservices, or
cloud-enabled integration patterns. Experience with Oracle-centric
enterprise environments, particularly Oracle databases, WebLogic,
Oracle Service Bus, and related Oracle middleware technologies.
Experience implementing CI/CD, deployment automation, DevSecOps
practices, and automated testing for enterprise integration and
middleware services. Familiarity with NIST, W3C, OASIS, and other
relevant standards applicable to secure service-oriented and
web-service-based data exchange. Experience coordinating with
infrastructure, firewall, network, cybersecurity, and application
teams to establish and sustain secure external partner
connectivity. Experience with monitoring, observability, service
performance analytics, and SLA-driven operational reporting for
integration services. Experience preparing or maintaining ISA, ICD,
data exchange agreements, and other interagency technical
artifacts. Proven ability to lead technical teams in a high-volume,
high-availability, mission-critical environment with multiple
stakeholders and competing priorities. Relevant certifications in
cloud, integration, middleware, security, or program delivery

above. Pay Range: Pay Range $107,900.00 - $195,050.00 The Leidos
pay range for this job level is a general guideline only and not a
guarantee of compensation or salary. Additional factors considered

skills, and abilities, as well as internal equity, alignment with
market data, applicable bargaining agreement (if any), or other
