Position Description : Harmonia is seeking a Cyber Project Manager
aligned to the National Initiative for Cybersecurity Education
(NICE) Framework (Oversee and Govern) to directly manage
information technology and cybersecurity-focused projects for their
Federal government customer. The Cyber Project Manager serves as
the overall lead and is responsible for the direction,
coordination, and management of all support activities under the
contract, ensuring project execution remains within defined
performance, cost, and schedule parameters. This role requires
advanced project management capability and demonstrated experience
supporting Federal information security and cybersecurity
initiatives, including cloud security and risk management
activities. Responsibilities: Serve as the lead Project Manager for
IT and cybersecurity projects, overseeing all contract support
activities and deliverables. Provide overall project direction,
planning, execution, monitoring, and reporting to ensure adherence
to scope, schedule, budget, and performance requirements. Manage
cross-functional teams, stakeholders, and subcontractors to ensure
successful project outcomes. Guide and oversee the secure
implementation of cloud-based solutions, ensuring alignment with
Federal cybersecurity requirements. Support and manage activities
related to the NIST Risk Management Framework (RMF), including
system authorization, compliance, and continuous monitoring
efforts. Ensure compliance with Federal cybersecurity policies,
standards, and guidelines. Identify, assess, and manage project
risks, issues, and dependencies. Communicate technical concepts,
risks, and vulnerabilities clearly to non-technical stakeholders
and leadership. Synthesize information from multiple technical and
non-technical sources to support decision-making and provide
actionable recommendations. Prepare and deliver project
documentation, briefings, and status reports for government
stakeholders. Requirements: Advanced capability level consistent
with the NICE framework role, with demonstrated abilities,
knowledge, and skills to perform all core tasks. Project Management
Professional (PMP) certification (required). Bachelor’s degree from
an accredited college or university. Demonstrated, recent
experience in program and project management supporting information
security or cybersecurity projects for the Federal government.
Demonstrated, recent experience in cloud security and guiding the
secure implementation of cloud solutions. Demonstrated knowledge
and expertise in the NIST Risk Management Framework (RMF) and
Federal cybersecurity policy, standards, and guidelines. Strong
ability to explain technology concepts and vulnerabilities to
non-technical audiences. Proven ability to synthesize complex
information from multiple sources. Must be a U.S. Citizen Desired:
Certified Information Systems Security Professional (CISSP) or
other equivalent cybersecurity certification(s). Master’s degree or
higher, and/or a degree in cybersecurity, information technology,
or a related field. Experience supporting the secure implementation
of cloud-native and emerging technologies, such as artificial
intelligence, robotic process automation, or similar technologies.
