Job DescriptionSUMMARYThe Director of Human Resources is responsible for planning, organizing, directing and overseeing staff relations, benefits, employment compensation, and staff development programs throughout Excentia. The Director of Human Resources is delegated the authority, assigned the responsibility and held accountable for directing the administration of the Human Resources Department to assure compliance with Federal, State and Local Employment laws and to maintain a stable work force. This position will confer with all inter-departmental staff, insurance companies, actuarial firms, financial institutions, legal services, contractors and consultants, vendors and professionally-related organizations. ESSENTIAL JOB FUNCTIONS/MAJOR TASKSa. Understands, observes and promotes the Mission of the organization;b. Serves as an active member at Leadership Team meetings and provides support to the HRCommittee of the Board, as needed;c. Follows all company-wide and departmental policies and standard operating procedures;d. Assures organizational compliance with Federal, State and Local employment regulations.e. Develops, coordinates and participates in recruitment/employment function;f. Coordinates and participates in new employee orientation program and required in-servicetraining;g. Protects the privacy and confidentiality of all employees and individuals served;h. Coordinates the employee benefits program, including analysis of utilization and industry;i. Responds to and provides direct counseling services to management and staff regardingHuman Resources policies and procedures;j. Administers staff disciplinary actions up to and including employment discharge working in concert with respective departments in accordance with presented policies and procedures;k. Monitors and administers the performance evaluation system according to presented policies and procedures;l. Communicates regularly with Chief Executive Officer to provide regular status updates on Human Resources issues;m. Publishes, maintains and revises the staff handbook as required;n. Oversees unemployment compensation program responding to claims and representing the organization at hearings;o. Oversees workers’ compensation program, monitors claims, receives and responds to reports from providers, communicates incidental data to supervisors and coordinates information between providers to staff members and claim administrators;p. Recommends budget actions and capital expenditures to management, prepares, directs and controls annual budget as it relates to Human Resources operations, assuring operating costs are contained within budget and operating guidelines;q. Analyzes wage and salary reports and data to determine competitive compensation plan;r. Prepares personnel forecasts to project employment needs;s. Develops and communicates directives advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits;t. Consults legal counsel to ensure policies comply with federal and state law;u. Develops and maintains a human resources plan that meets management information needs;v. Oversees the analysis, maintenance and communication of records required by law or local governing bodies or other departments in the organization;w. Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.x. Ensures a safe environment for staff through effective management of information needs;y. Assumes responsibility for the human resources risk management efforts;z. Acts as an advocate for all employees of the organization, at all levels, without bias.OTHER JOB FUNCTIONSa. COMMUNICATIONa. Ability to effectively communicate with individuals served, direct reports, supervisors, and co-workers using understandable language skills in reading, writing and comprehension.2. SKILLS (Possess the following): a. Strong supervisory skills to supervise direct reports;b. Strong public speaking and presentation skills;c. Strong and proven interviewing skills for staff recruiting and counseling and conferring with staff.d. Strong interpersonal skills to interact with staff and outside vendors or organizations;e. Ability to be alert to details of human behavior, sensitivity to the need for confidentiality;f. Ability to administer quality services;g. Advanced computer skills including MS Office applications (Word, Excel, Power Point), internet,e-mail; previous experience with a current HRIS preferred (Paycom a plus).3. EMPLOYMENT EXPERIENCEFive years of experience in Human Resources, preferably in the direct management of a Human Resources Department. Experience in the MH/MR field and/or human services preferred4. EDUCATIONMinimum of a Bachelor’s degree in business or human resources management; or theequivalent of an appropriate combination of education and work experience.5. PROFESSIONAL/TECHNICAL CERTIFICATIONSCurrent PHR Certification (Professional in Human Resources) or SHRM-CP (Certified Professional) preferred, with appropriate continuing education credits being fulfilled.6. OTHERValid driver’s license/acceptable driving record.
