The roles and responsibilities span the entire spectrum of military programs and resources offered and supported by the University. This is a proactive leadership position where the director serves as the senior-most individual within CU regarding all aspects of military support to students and resource allocations by the university. The incumbent provides daily guidance to strategic leadership, internal and external stakeholders, and students. They serve as the primary point of contact for all external and internal inquiries regarding CU support and services to ROTC, military, veteran, and military-affiliated students. It provides direct support to the Military Science/ROTC program’s leadership, faculty, US Army staff, and staff at higher Army headquarters. It is also responsible for the administrative personnel management of cadets and serves as a liaison between the Army, Commonwealth University, and partnership programs.Description of DutiesProgram development and student supportDevelop a resource presence through all aspects of the military and veteran student educational journey.Anticipate military and veteran student success and education navigational issues and develop solutions, coordination, and systems to resolve them or prevent them from occurring.Works collaboratively with other internal and external offices to support veteran student success and retention.Streamline processes, timelines, and coordination between departments to minimize negative impacts on students receiving monetary and non-monetary benefits from both internal and external entities.Increase University and student awareness of the U.S. Department of Veterans Affairs (VA), Reserve Officers’ Training Corp (ROTC), Pennsylvania National Guard (PNG), Department of Education (DOE) changes in process procedure and coordination, benefits, obligations, and reporting.Educate CU students, staff, and faculty on resources for referrals and answers to military related questions and coordination at all levels internal and external to the universityProvide senior university administration information and assist in navigating in support of military-connected students with conflicting military and university obligations.Ensures early alert intervention with student – academic, financial, and social concerns; engages in issue resolution.Collaborate and resource the development and coordination of military and veteran student programming to support the student experience and expand student-veteran engagement within Commonwealth University.Confirms legal and administrative documentation for ROTC Cadets contracting physical exams, medical waivers, security clearances, and accession packets.Assists with ROTC student disenrollment/ enrollment and processing waivers.Ensures ROTC grades are inputted in Cadet Command Information Management Module (CCIMM) Oversees and confirms accuracy of ROTC Cadet Payment Requests (CPR) and Cadet allowances, stipends, and books.Works closely with federal and state offices to ensure assistance and resources are available to ROTC, currently serving service members, veterans, and military affiliated students.Program sustainment and expansionEnsures proactive outreach to perspective students including engagement with military, veteran, and military affiliated personnel attending university recruiting events, campus visits, open houses, orientation, and other outreach initiatives.Ensures that prospective students receive timely information on the U.S. Army and Air Force ROTC programs, enrollment requirements, course descriptions, and scholarship opportunities within the context of the ROTC office.Informs senior leadership of emerging trends, constraints, impending changes in process and regulation, issues, and/or opportunities related to military, veteran, and military affiliated students Coordinates Financial Aid, Enrollment Management, Student Affairs, Cadet Command, Registrar, and Workforce Development efforts in support of military, veteran, and military affiliated students Manages the Military Science and Military program and Veterans Resources budgets including university and external sources, grants, and donors as coordinated with each Campus’ Foundation Serves as the primary point of contact for the Department of Defense Voluntary Education Partnership Memorandum of Understanding Facilitates ongoing special relationship between CU and the PA National Guard focused on enhanced support and resources for prospective and concurrently serving servicemember/students.Improves systems and develop efficiencies and equity between students on CU campuses Advocates for military and veteran students on university committees, councils, and advisory boards.Enhances and develops content as well as strategies to increase cadet, military, veteran and military affiliated student participation in campus activities.Coordinates, schedules, develops, and conducts military support services program reviews and assessments.Researches, develops, and implements higher education support to military student best practices, assesses effectiveness, and attends training to continuously improve support and programming to military students.Develops strategic plans and vision at 5 and 10-year increments.Supervises an Assistant Director (SUA) and clerical support (1/4 time)GeneralIs responsible for all United States Army and Commonwealth University equipment and supplies; ensures proper paperwork is maintained for accountability and serviceability.Attends workshops and training as needed and required by the University. Also attends workshops for Army cadet administration when requested at Fort Knox, KY and Fort Dix, NJSome night and weekend work will be required.All other duties as assigned.Decision MakingThis position is the designated senior manager for military, veteran, ROTC, and military affiliated student services, programs, resource allocation, and issue resolution within Commonwealth University. The position negotiates and informs the senior-most level leaders of the institution the legal, procedural, and obligatory requirements of the institution to Federal, State entities, and Agencies that provide funding through reporting requirements to the institution. The position independently researches policies and regulations, drafts documents, provides analysis, and provides advice and guidance to the university administration for endorsement. The position is empowered to engage with all levels of personnel at the university to inform and resolve procedural or competing conflicts that occur with military students or in between departments.Fiscal ResponsibilityThis position develops annual budget and manages allocated funding in support of military programs and resources spanning from ROTC to Military and Veteran Resource Centers on all CU campuses.
